Imo the Old Testament contains several different Theologies within it. I don't think it uniformly advances one conception of God all the time. That was probably one, possibly one of the most archaic, of the conceptions; one can assume it's in the same stratum as references to primordial waters, the slaying of the sea monster. But the multiple sources clearly aren't in theological agreement all of the time.
