I find stoking the flames to be a bigger problem. Will the flames go out if they stop being stoked? Who will be responsible if hell just goes cold one day because humanity decided to stop sinning for a while?

The Qur'an explicitly states that human wrongdoing and defiance provide the very substance of Hell's heat. Surah Al-Baqarah (2:24) warns of the "Fire whose fuel is men and stones". In this sense, the presence of the sinners and their wicked deeds fundamentally drives the reality of the fire. The Qur'an also notes that the intensity is responsive to the state of the damned. Surah Al-Isra (17:97) states: "Their refuge is Hell; every time it subsides, We increase them in blazing fire."
