What is the name of this light blue/purplish foam insulation? Itβs installed in Europe probably late 90s. My upstairs gable wall has 40mm of it, and Iβm not sure if I should replace it or leave it be

Also theres this striped paper-like barrier on the cold side. I can choose to leave all of this in, or rip it along with the chipboard and replace it by (thicker) PIR
